Justification du choix des 10 meilleures idées

Dans son évaluation des contributions au Forum des idées, le jury s’est concentré sur les 24 idées les plus populaires (selon les votes des participants) et sur sept perles cachées (des idées intéressantes qui répondent aux critères de PwC – créativité, applicabilité et probabilité que l’idée serait utile à tous les Canadiens – mais qui n’ont pas recueilli beaucoup de votes). Chaque membre du jury a donné une cote sur une échelle de 1 à 10 aux 31 idées en fonction des trois critères. Les 10 meilleures idées sont celles qui ont reçu la cote agrégée la plus élevée. Ces idées méritent que les gouvernements s’y intéressent. Ce sont des suggestions réfléchies, novatrices et faisables. Si elles étaient mises en œuvre et que les préoccupations qu’elles soulèvent étaient résolues, ces idées feraient progresser sans nul doute la qualité des services en ligne destinés aux Canadiens, maintenant et à l’avenir.

Toile de fond : critères et processus de sélection des dix meilleurs idées de services en ligne

Un jury composé de trois leaders d’opinion a été constitué pour évaluer les contributions au Forum des idées, il s’agit de :

  • Sandra Pupatello, directrice, Développement commercial et Marchés mondiaux, PwC
  • Don Lenihan, vice-président, Engagement, Forum des politiques publiques et
  • Richard Jhang, associé, Services-conseil en technologie, PwC

Les critères de sélection des idées gagnantes fixés par PwC et pondérés également étaient :

  1. la créativité de l’idée,
  2. l’applicabilité de l’idée et
  3. la probabilité que l’idée serait utile à tous les Canadiens.

Les membres du jury ont suivi les étapes suivantes dans l’évaluation des idées et le choix des meilleures idées (il y a lieu de noter que seules les trois meilleures idées gagneront une carte-cadeau d’une valeur de 600 $ d’un magasin d’électronique)

  • Examen des idées signalées comme étant les meilleures par les participants au Forum des idées (celles qui ont reçu le plus de votes des participants);
  • Examen des autres idées afin de dépister les perles cachées (les idées qui répondent à un ou plusieurs des critères de sélection, mais qui n’ont pas recueilli beaucoup de votes);
  • Discussion et cotation des meilleures idées et des trésors cachés en passant en revue une à une les 24 idées les plus populaires et sept perles cachées et en les évaluant sur une échelle de 1 à 10, afin de dégager les idées gagnantes et
  • Examen et discussion des résultats agrégés des cotations individuelles et de la justification du choix des meilleures idées en fonction de leur cotation numérique.

Reporting Tool

A simple mobile device for reporting government-owned facilities in need of repair/maintenance. Citizens could send a quick text message or picture to a central agency which would report it to the correct authority. Pot-holes, broken fences, and other non-emergency maintenance issues could be reported without much effort or the need to speak with a government service worker (ie wait on hold).

There are many services that currently require me to visit a government office to complete e.g. drivers license renewal, passport renewal. In the case of your drivers license renewal, the government notifies you once by mail and in the case of your passport you don't receive any notification to renew. Tax preparation software as part of E-File

E-services would be ideal for routine renewals. When renewing your passport or drivers licence, especially when your information hasn't changed, an e-service would work well. The hours of many of these services require people to take time off of work. Also being able to book appointments for these services if needed would also reduce the time wasting line ups.

Power of Attorney

My wife and I currently have power of attorney over her mother, who is suffering from Dementia. Being able to access all services online (i.e. old age security, Canada Revenue Agency), fill in the necessary forms online and being able to change her contact info so that important documents are mailed to us (rather than ultimately lost by her) would make life MUCH easier!

Transit wait-time check-in

There should be a location-aware app on our phone for people to digitally check in when they arrive at a public transit stop, and then automatically keep track of how long we each wait for the next bus or train. Employers could access the profile to post employee reviews and suggestions for future jobs. Immunization records online

Linking banking IDs with government services is a bad idea

The thief also went after his existing bank accounts. Until the government is willing to reign in the shady operations of the telecommunications companies, incentivise lower prices, allow independent competition, the whole eService concept will be hamstrung. Concern about identity theft.

I am just concerned that it would be too easy to have your information intercepted by unscrupulous people.We have recently heard about how the cars used by Google Earth that were going around taking pictures for their street view program were gathering information such as e-mail addresses, passwords, etc. ( they were fined $25,000.00!) With all the problems we have with personal tech devices being lost and /or stolen I think that e-services based on GPS co-ordinates should be restricted to non financial. You could get road and traffic reports, weather info, even access to medical services but no financial information. need for 24/7 availability

I just submitted a comment on 24/7 availability, but I am not sure if it registered under my name. I am now logged on with an account, so, just in case, here I go again: While 24/7 availability is nice, it is expensive. I could be enough to know that the eservice is not available on Sundays, or maybe even weekends and holidays. The important thing is to be availbel during the working day, and be working well during the working day

Votre consultation fait totalement abstraction de l'hameçonnage qui fait des victimes dans tous les groupes d'âge et toutes les classes sociales. Déjà, les clients des banques en sont victimes et le risque est encore plus élevé si un message semble provenir du gouvernement.

elimination of crime and fraud

Bio metrics. eliminate cash money. Money leaving or entering accounts have to have a legitimate source, easily tracked and traced and taxed. Somebody will know where you are and what you are doing at all times. a retina scan will allow easy air travel If you are not in the system you do not fly. buy or sell. A brave new world perhaps. Why not use a Skype type of system - if using a computer anyway - then have photo on file, talk to the service provider and get it done that way

What about lost or stolen smart phones?

I'm not sure that providing access to government services from smart phones that are constantly being lost or worse stolen is such a smart idea. Yes the access may be password protected but we already have a problem with people using too easy to guess passwords or actually storing the passwords on the device. Maybe some biometric ID facility may get around this. And the ability to send out a signal to a smart phone to destroy all stored information once the phone is reported stolen would be...

Use facial recognition S/W on tablets and smartphones

Passwords can be forgotten, stolen or hacked. Thumbprint readers are still unreliable. But most smartphones and tablets have front facing cameras designed mainly for chatting with friends. Biometrics

I HATE the idea of using a bank password to access government services. It sounds like something out of Orwell. Why not have a biometric app that you could sign up for once at a government office (so they know it is you) and then, thereafter, have some kind of app or program on your smartphone, ipod or tablet that would scan your thumbprint, retina, etc. Passwords are so yesterday!

I don't think people will like the idea of mixing financial institutions with government for security or having to pay each time for the services. instead you should offer a software program each year for a small fee which will cover everything. without the software you can not access the e-services which will eliminate a lot of the public online threats.

Windows 8 has the ability to use one of my photos as a method to sign in. You have to click 3 points on the photo to register the password. To sign in you have to click the 3 points in the correct order. Much easier than remembering a password. The photo we use would be stored on our computer or electronic device. Only the 3 points on an x,y graph and their order would be sent off to the government site with their sign on id to allow or deny access. Using bank information or transferring one...

Since we all have a SIN, why couldn't it be used more frequently rather than generating more security information. The average Canadian has very little privacy in any case.

just ask the vets whose medical info was sprayed all over government and the media. This entire exercise is a blatant push-poll flogging a foregone decision to take away peoples' jobs and hand them over to a handful of database jockeys who will dump out any info they are asked to by their 'masters' who have no conception of what 'public service' or 'democracy' means

Now I know the title alone is going to bring a lot of thumbs down. Just here me out. Those of us with pets will spend hundreds of dollars to ensure our pets are "chipped" in order to find them if they happen to go missing. We will also spent just as much to ensure our precious vehicles are chipped in order to retrieve them if they are stolen. Why not for the one's we love most. Contracting out eservices

Databases and eserices should be contracted out. A private sector service provider would have lots of incentive to protect itself against liability arising from leaks or abuse of information. Public servants do not.
